32 is one level lower than the enemies in the Hard Raid. This is 30% less damage dealt, 30% more damage received. 31 is two levels lower than the enemies in the Hard Raid. This is 40% less damage dealt, 40% more damage received. Level 31s only deal/receive 10% less/more damage than 32s, the difference isn't that large.
