That might be a pretty good idea but then you have the little screaming "I paid $20 for this DLC and I want to do no work and power lvl."

You'll never be able to get away from this. Generally most people beat the hard modes of the raid before the next DLC comes out so you'd already have it unlocked. Since games have put in micro-transactions people just want stuff without any work, and that isn't what games of this genre are meant to be.
