You guys are clearly not MMORPG players.
Every single game world has 90% of the next series of content already installed into the games. This allows for gamemaster testing of the "LIVE" (open to public) server with the new content. Developers originally test their newest content in a sandbox (same game and world, no internet or server connection) and then once successful they test it on a live server with a hidden way that they snuck in to access it. The ways people are accessing these areas in the way bungie intended on accessing these areas themselves.
That's what this is. Regardless of contract or otherwise. Anyone who says "it's on the disk it should be mine?!"... you are immature and impatience. MMOs fun comes in incremental content that the community focuses on as a whole.
