It will never happen. The weapons are designed to do 100% damage to lvl 30 enemies when fully upgraded. You get this as a reward for a lvl 30 raid. They will never allow a weapon you can get from killing a lvl 30 boss do full damage to a raid that has lvl 33 minions (Hard Crota) This will also completely remove the need for people to do Crota on hard as people will already have the 331 weapons from the old raid with the elemental damage buffs for the nightfalls etc. Doing it this way means people have to put the effort in to beat hard mode Crota when its released.
