You have to request and join clans through Bungie.net.
I believe whomever is the clan leader has to accept the request.

I'm the clan leader the people that have been recruited are the ones with the clan issue and are not seeing add as clan. They only see leave group or unfollow. I'm trying figure out a fix. They have left and have been re-added to the group. But the second step to add as an Xbox clan isn't showing up.
