You only need a few more levels but from my personal experience and data I have crunched I don't think it's random. But based on an underlying constraint that bungie put in. Either that or they honestly just don't want certain people to have anything nice in this game.

Agreed but at a point for me atleast the unfairness and lies becomes a tad much. If it's not random just tell players this and tell them how to have a better chance don't make them waste countless hours doing stupid grinding and get no reward.

Even if they came out and said its level based, RNG wasn't really working that's fine even expected. Would give a reason to play and progress at least. Some transparency would be appreciated.

You really aren't that far along where you are at. You will probably start seeing these things more commonly in the next few levels. I don't know if it is, but I felt like it was tied to playtime and level somehow. You're a few more levels away I would think.

That's cool with me, its just good having a timescale to work toward. There isn't much info out there. Thanks for the help.

No problem man. I've done them all and feel like I have a good understanding about when they started flowing my way. It really seems like playtime and higher level had something to do with when I started getting them frequently. Of course doing all the regular bounties everyday helps. My wife got a missive for one when turning in an Eris bounty last night. So those work too. It wasn't a different bounty than you would get through Vanguard though. There are only 5 total I believe.
