That's an easter egg in the old loot cave. People would shoot the Hive that come out of it and farm loot and engrams. Bungie patched it and left the easter egg. Master Rahool is the Cryptarch, he decodes the engrams. EDIT: I just checked your profile and I'm wondering if you're actually new or not to the game, judging by your characters.
