The angular velocity of a planet has absolutely no influence on a planet's gravity. Only its mass and radius does. I'm not sure where you got that idea...

He is correct that it's the mass that determines its gravity. Rotational velocity is simply determined by the size of the object and does not affect the gravity. A high school view of this is a "figure skater twirling and extending and withdrawing arms", velocity increases as size decreases. But the mass stayed the same and thus does not create a greater pull.
