You do know that the Vex was a PVE buff only right, nothing has changed for it in PVP

Yeah I use the same set out for Vex pre-buff on PvP and crits went from 38 up to 45 and from 44 to 51 when crowd control is up... They did say they also gave a base damage buff which basically means they increased impact, they mentioned this as well as the 300 - 323 attack change
