If you don't have the season pass u can't get your tumbler until Dec 9th at that point anyone who gets the dlc will also get the tubler. It will available for all who buy the dlc.

Many people find that even though they purchased the content, they did not download the license. If you have not already, I suggest going back to the DLC and making sure its license is installed.
