Technically, not "all" of West Africa has Ebola. Liberia is one major city (Serious hot spot) that has it, but lacks quite a bit in terms of tech, thus the whole lack of healing people with Ebola situation. Some cities have tech, but not as advanced compared to USA, while some like Liberia lack a lot.
