I'm inclined to agree, especially where you're only playing the raid for a chance at armour to begin with. I have all these nice exotic armor pieces that I could be wearing to boost my level but alas can only wear one... You'd have to so the raid regularly to even get close and not everyone can get a group, especially without raid matchmaking. It's just not practical.
