I'm a lvl 10 hunter so far and my cloak is the crappy starter one that's a white triangle, but the only cloaks I've found I have to be lvl 20 to get, and the same with armor shaders. I think it's weird that all the cool stuff is unlocked at the soft level cap and not halfway through. Cuz I'd really like to get the armor shader from queens emissary but I have to get 10 lacks to get it. :(
