As i understand they said that giving rng to engrams made the character he is now despice or loving him and also give you that feeling of lucky when you get something awesome. Probably they are just gonna change the tiers of the engrams or simply show you the decryption rate of the rewards so if your legendary engram turns green you cant come here at the forums raging instead you knew you had 10 of that happening and you were unlucky as hell.

  • They originally didn't have the randomness. They changed it only for the worse. And they didn't give the Cryptard a personality, we just hated the guy to the point of anthropomorphizing a shitty line of code. I have yet to see anythign better about legendary engrams usually giving lower quality items. In fact, I think adding a tooltip with the % chance of not getting a legendary out of a legendary will actually backfire immensely. Either the odds are something retarded, like 10% of getting somethign on the right tier, or they'll say it's 50% and someone will aggregate results to find out it's still only 10% and now Bungie looks like a bunch of asshoes for lying. If anything, a given engram should be at least 50% odds of being on the level, a small chance of being lower, and a very small chance of being higher. Like for a legendary, I'd say go 70/20/10. But then people would actally get geared. Hmm.... I think Bungie is just a big bunch of trolls who are upset that Microsoft took Halo away from them.
