There are certain pvp game modes that has level advantages disabled. They have this so lower level people can actually get on the crucible and play and help the team. If a group of lvl 20+ join a game together and get paired with lvl 10s, those 10s probably wouldn't be able to damage the 20+ guys. Just like any other fps lower guys can still kill higher guys.
There is supposed to be the iron banner releasing in October that has lvl advantages enabled so that is solely dependant on your gear if you'll do good.

so tell me this then , on playing on crucible , a level 5 play could one shot kill a level 25 player , hmmmmmmm for which happened as i was killed by him, it seems that they have hacked your game , and using aim pot as well , and funny thing is i have played crucible and don't get better Armour, alot of people i have talked to even said that they believe its been hacked so they can cheat

Also forgot to add that your super abilities still apply same with discipline strength and other stat which I forget but once the iron banner comes in November like the other guy said that's when the weapons you use, defense, Attack, and level matters

Your weapons are not stronger or weaker than anyone elses, your armor is not stronger or weaker than anyone elses. Your strength intellect and discipline still act the same. It is what is says it is. Level advantages disabled. Do u know what disabled means? I've done all I can do to try to explain this to you. It's really not that complicated
