This may only work for PSN people, but I just went to [url]https://store.sonyentertainmentnetwork.com/#!/en-us/games/destiny/cid=UP0002-CUSA00219_00-DESTINYTHEGAME01[/url], scrolled down to Add-Ons and the Expansion Pass and Collector's Edition Content Packs are listed as free. It looks like they are separate downloads that don't get tied to your account automatically. Hope that helps!

It seems like there are really 2 different problems people are having with accessing the content. For me, the content was never downloaded at all. Restoring purchases didn't work because technically I hadn't purchased the content yet, I was just qualified to download them for free from the store but not prompted to do so. I think other people have the content downloaded but it isn't active for some reason, so restoring purchases forces the main game to see it. I cued up those downloads from my computer at work and when I got home everything was there and all the content was in game. I've heard from some people they couldn't see the free downloads from the PSN, so you may have to go through the Sony Store on a computer to find them.
