If it was in Russia, you'd see the Traveller in the sky when you were in old Russia. It's really big and the city was built under it. You can see it over the city but not in Russia.

The city is in Old Russia. When you go to the Tower and look at the city, then look far right. There you will see the wall that is in the playable zone. Of course, the wall is HUGE, so this says nothing more than that the Last City is in Old Russia

This could make it so that a white ball will not be visible in day light from 500+ kilometers

Yeah the city could be clear across Russia somewhere, but it's definitely not near the Old Russia playable zone.
