First off, level 20 IS the level cap. But after you reach level 20, you can gain light levels. These boost your overall level above 20. All items have a level cap of 20, though

True, but hopefully if we cap before completing the main game. Then at least gearwise we will still "gain" levels, while doing missions. Hoping this also alleviates any endgame issues that most notoriously ruins new players desire to enter that content.

I think even after level 20, even your character doesn't level anymore, your skills and weapons do continue to unlock. The beta is capped at lvl8 and once I reached that I don't gain any exp from killing enemies or doing missions, but I unlocked a few skills and weapons abilities afterwards.

True, but the Light stat however it works is supposed to raise our level past cap. Which can be found on level 20 legendary's. To note you can unlock up to 14 skills in the beta. I am sure that this systems of gaining exp for skill will continue after the full games level cap.
