We did not have access to the bubble shield in the alpha, so as for how long it lasts, we do not know. But yes it is a super. Charging your super depends on how often you kill, if your teamates kill with their super and u collect the resulting orbs of light (1 per kill), it will recharge faster. It also recharges slowly over time.
