Ignoring what Plundergeist said, it's a bug. Destiny has an alert right now that they are working on a fix because there should always be people with you. I, myself have yet to see another person outside of The Crucible, so I'm welcoming any fixes.

It's an alpha that doesn't have tons of people playing atm. Pretty sure the place will be jam-packed when the full game is released.
