Not as in levels. Missions ie. like mission destroy the halo rings. Mission defeate Didact, leave Requim, save Earth. He doesn't just sit around in his armour permanently when he is having a snooze or a sandwich. Its just like soldiers don't wear their combat uniforms all the time.
