That is more difficult that it sounds. Not only stations and planets have cloning facilities, but some industrial ships can carry them as well. These called rorquals while safe inside a starbase's shield can pop out numerous clones. A starbase, aka POS is a portable tower with a powerful shield around it. This shield deflects any kind of electronic warfare or actual attacks against any ship within the shield bubble. And even if the tower itself takes damage, it goes into a invulnerability stage at 25% shields for a little over 24 hour period, thus allowing a lifeline to setup a new base elsewhere. Also these starbases can be setup to be either a death star or a dickstar. A deathstar is armed with numerous sentry guns from small to capital size to destroy whoever is attacking. A dickstar has electronic warfare offensive defenses. Numerous jammer towers, warp disruptors, stasis webs ( slows velocity down) , etc. now all these defense towers are outside the shield and can be crippled, but makes life hard for the attacker. And function wise, a starbase can be fitted with factories to build any size ship.
