I can't remember if it was in the GDC or a follow up in the E3, but there was a quick point made by Bungie that the guns were modular and could be mixed and matched. Now that could've been construed as crafting.

What I'm curious about is where people got the idea that we have to gather materials and resources to build weapons. THAT'S the source I'm looking for. That quote or interview. So I can better understand what's what.
