A difficult choice, I'd probably limit bombing those areas to daytime so that they can be marginally more accurate and reduce the collateral damage. Or drop leaflets the day before announcing the area as a target for bombers, as warning to the civillians. That would make it riskier for the bomber crews if they brought in more Flak cannons though. However, nothing like Dresden that was a messed up bombing.
