Well I been reliving my childhood and playing a lot of Caesar II lately and one thing that always bothers me is that you need better housing to raise land value but houses will only grow if they have a certain land value. Contradiction central I tell you hwhat. It also doesn't help that there's a glitch which causes your land value to plummet for no reason.
