I think there is going to be a limit to how many times you use the abilities. Like some sort of energy, or limited number of uses (think Dark Souls).
Other than that the abilities are balanced by the fact they fit specific roles and styles, and are all equally powerful in their own right.

I was just referring to "Out Here In The Wild" I saw in the ability icons, there were these tiny bars under them that would grey out when the ability is used. Just take a look here. Look in the lower left when that warlock uses radiance. This is more than likely a work-in-progress but it's worth taking a look into.
