Basically the world has removed parents and everyone is raised by the government which controls every aspect of every persons lives. Even sexual orientation is controlled and conditioned. In those incubators some of those babies are "retarded" to do simple tasks for the good of society. Basically the state of things in the book. I can see it happening though.
