The used game system is still being worked on (hence why they didn't cover it during the unveiling event) so it is currently unofficial as to where they stand. The rumor came from a Microsoft employee who really didn't know what he was talking about. It's been said that while it still remains to be finalized, Microsoft is pursuing a way to make used games work the same way they do now with no extra fees.
