The comments are interesting. There are a lot of good arguments for and against this. In my opinion, given the culture we have where we relate breasts with sexuality in the same way we relate genitalia, it's inappropriate and seems willfully ignorant to assume men's bare chests are equivalent. But then again, I'm just a turkey, and our breasts are [i]fabulous.[/i]

Really the only place this is going to end up being relevant in NYC is at places like Central Park or Brighton Beach for sunbathers, assuming it applies there still as well. I doubt you'll see very many people walking down Madison Avenue with their titties hanging out.

Cool? Woman have been allowed to be topless in my city for YEARS, it means they [i]can[/i] not that they [i]will[/i]. Don't go expecting every hot girl to walk around with her tits out. Instead expect gross fat hippy/activist chicks to flop their griddlecakes out once or twice a year at some shitty music festival.
