Yes but it will cost too much money to regulate all of that dope to make it a profitable venture and we already got stupidly high taxes on cigarettes and alcohol so we can't really afford the costs of regulating any more abusable substances and if you don't regulate it then people will acquire them illegally meaning that the taxes won't go into the government's pocket and therefore it won't go towards bettering the economy. Therefore this would never really work very well
Soda doesn't warp your sensory input to the point where you are hyper aggressive/depressed. It also takes considerable more soda to kill someone than it does for drugs, and the effects of soda go away after a few hours and don't cause permanent damage unless you drink several an hour for several weeks.
The effect of soda is quite the opposite of depression.
As for teeth, brushing after drinking soda eliminates the problem. From what I hear (believe me, you hear A LOT of things down here in Virginia) the effect of meth on teeth is considerable more difficult to get rid of.
