In 1991, the citizens of Iraq DID rebel after Bush Sr pleaded with them to rise up against Saddam. Unfortunately, it didn't work out too well, because they believed the United States would come into help them fight the government. We didn't, and they were brutally crushed by Hussein. The Kurds also fought against Saddam, but were mercilessly gassed by his Defense Minister, "Chemical Ali". For many people who live under regimes, they are too scared for both themselves and their families to try anything.
