I guess, I mean I didn't think it would actually have any effect in the first place. Maybe I'm still getting this mixed up with a bill that would ban civilians from owning automatic military grade weapons, which I think is already illegal anyway.

It is not illegal for civilians to own Automatic or any other NFA weapons if they have a class III license, which is very very hard to get, and an automatic rifle can cost as much as a car. This ban would affect many popular semi-auto rifles like the AR-15, AK47, etc.

And did those cosmetic features increase the killing power of said weapons? By killing power, I mean did those features make the weapon fire at a higher rate, increase the impact power of the bullet, or give the gun owner an outrageous advantage over anyone else who could own a gun?

How about focus on trying to get people to have a sense of right and wrong again? Give people morals again. Try to get people to have a damn conscience again. Stop exposing people to violence and aggression. Maybe they'll stop becoming immune to death.
