My understanding was that humanity reverse engineered covenant gravity manipulation devices which they in turn had stolen from the forerunners. Anti-grativy is one of the most commonly seen forms covenant technology, and since they stole it from the forerunners they don't actually understand it and think it's magic. All I know is that it is some kind of device that just somehow makes gravity happen, the only explaination being 'forerunners.'
