The best way I have found to win was using a cloaking device, and several low powered (1 or 2) lasers that shoot three pulses. If you go for the 4 power versions, it takes about 19 seconds to charge and you get five shots. If I have two lasers that take two power each, they charge around 12 seconds each and both put out 3 shots. So that's less time to charge, and more output. Plus, I can micro between missiles, bombs, or beam weapons. So stick with low power weapons, and get a cloak. While you're cloaked, they are not charging their weapons.

Cloaks are very useful, but not necessary. The easiest way, at least for me, to win is with the low power lasers (burst laser mk II) you were talking about and Ion weapons. Once you have a couple of those you just need a full shield and upgrade your engines a bit.

As long as you've got a full shield a 40% evade you can walk through the game with no problems. I've lost more games through ragequitting after a missile/bomb kills a two star crew member in sector 7 than I have from losing. The super easymode way to win is to keep a set of missiles in your cargo hold to use on the final boss. Missiles are hideously overpowered, but you can't rely solely on them because of their ammo use, but with 4 missile launchers you'll probably take down the boss before it even breaks your shield once.
