But yet in that video they are playing spartan ops on the multiplayer map vortex. And in another spartan ops video they said that they would return to a certain level 3 times. So much for new and not re-used environments.

Spartan Ops will never live up to the expectation just because it requires so much content to make each level "Unique". Of curse they're going to reuse locations a lot. Anyone who's ever done level design can tell you the amount of work it takes to make a current-gen level functional. Given a 3 month development cycle, even with a team of 50-100 dedicated to it, you'd still end up slim on time. So I understand why they reuse a lot of areas...
