RNG rolls
Have a friend that used an exploit they saw online to get around 100 drops of the same gun in approx 2 hours (using seasonal targeted drops).
1/100 had the perk combination they were looking for (perks only, barrel and mag were poor).
Issues:
1) they were framing an exploit instead of playing destiny.
2) if they were playing destiny normally they never would have gotten the perk combination they were looking for.
3) after finally getting the perk combination they wanted the barrel and mag perks were sub par.

They never removed perk weighting and it was 100% intentional and dates back to D1. People just finally decided to look into it with the chill inhibitor GL issues. It's still very much a thing as it's a way to drive player engagement, make the desired roll harder to get.
