I am guessing it will take a long time for players to grind out a full set of T5 gear with stats in the right place so it may be some time before we see this play out in pvp.

And I believe that is the point it provides a kind of cushion to acclimate players and allow any problems to get found and resolved over time rather than all at once.... Conveniently after the launch window and after early post launch reviews securing sales before the shiny paint starts to peel....
