A workaround that has been working for some people has been to go to orbit and load the tower again but use the Annex load zone that's on the left (near Drifter/ADA-1) instead of the main tower courtyard, then head to Ikora and attempt to meditate. It may not work for you, but its worth giving it a try on the chance it does.
