Based on the wording of the TWID, raid banners, glimmer exchange, and Rahool's special orders for Prisms, Cores, and Alloys should still be available for Legendary Shard exchange throughout season 23.

Yeah but I'm like 99% sure they're getting rid of raid banners at some point, and otherwise Alloy is the only worthwhile thing, hell I'd take removing the weekly cap on alloy until they remove shards as a bare-minimum, and obviously Glimmer won't be an issue till the shards are gone, but still, just let us buy Rain-Makers PLEASE.
