It's been a while since I had to unlock them so I may be remembering wrong, but have you completed the Beyond Light campaign and done the 'Reclaiming Europa' questline?

I'd recommend putting the 'Help' tag on your post to see if a moderator/mentor or perhaps another player can offer you some suggestions. Edit: Add the Destiny 2 tag as well so that it'll get moved to the main forum.
