I originally looked up how to complete Polaris Lance's catalyst and the results were telling me the same thing; it's bugged. Originally the catalyst says "Defeat enemies using Polaris Lance and its Perfect Fifth explosion to unlock this upgrade", however none of the explosions kills I have acquired have counted towards the catalyst.
