This has been a lingering question ever since the 30th anniversary released. No one seems to know the answer and Bungie has been tight lipped on it as far as I can tell. We all know that vendor rank ups reset after each season, so one can assume that the same will happen with Xur's Strange Favor ranks. The problem is, 30th anniversary ornaments, the ship, and Forerunner catalyst (maybe more things) are directly tied to these ranks, meaning we can't get items until we reach certain ranks. If Strange Favor does not reset with a new season, then the grind will still exist but without the time crunch, and everyone will have an opportunity to acquire this content. If Strange Favor does reset, then those of us who didn't reach rank 17 have to start over and try again with each new season. Time played now is in some senses wasted unless we play enough to hit the rank reset. Knowing what route Bungie is taking with these ranks is at least in my mind hugely important for knowing how to spend my time in the game during this last month before Witch Queen. Bungie, can we PLEASE get an answer to this question?
