Hey,
I have looked up some other reports of this and it looks to be specific to an ISP (Internet Service Provider) and there routing to Bungie's ASN (autonomous system number).
I recommend contacting your ISP in regards to this.
Bungies ASN: AS394073
Your ISP will be able to gather data from that and investigate it further.

You will need to tell them to elevate it to a support staff that does know what a ASN is, just to clarify ASN is not something specific to Bungie but rather a standardised networking index for companies that maintain a large group of IP addresses. You will need to push your ISP until you get someone that can assist with it.
