An invader only needs the heavy ammo if they’re using a heavy when they invade for kills. Some people have heavy weapons intended for Prime Evil DPS. Many people invade with no plans to use a heavy. Using a special or primary to do their killing.
Depending on the team’s dynamic, the invader taking the heavy ammo is not nearly as beneficial as somebody else using it to melt the PE.

To me the biggest sin when it comes to taking the heavy ammo is taking it, and then never using it even during the PE. the smaller sins are just using the heavy ammo badly. Like using all your sword ammo in the envoys if the PE is not meatball. This season’s guilded Dregen title encourages bad heavy usage, by requiring 50 rocket kills. So people will waste heavy on groups of easily killable enemies. When I play solo, I have a rule for myself. If everyone has had a chance to take the heavy and just ran by it, then it’s up for grabs.
