Yes, it is a primary and in no way am I advocating for overpowering primaries. If you read some of my posts youll notice im very against injecting needless power creep. Green ammo weapons should always "chunk" more than white ammo. However that doesnt discount the fact that exotic primaries are passed over for their legendary counterparts far too often. An exotic shouldnt be your absolute first or only choice, but there should be some incentive to use them more. With the changes ive proposed, it would still not compete with a green ammo weapon taking chunks of life off at a time but it would be a decent bit better without breaking the game or changing the meta instantly.
