A player with the quest can start the puzzles which will spawn in the tether boxes etc, however the text does not appear, and the Divinity chest does not spawn after completing all of the puzzles. When looking at the quest, it does not correctly list the quest step "Key To Divinity" as it used to - now it simply says "Quest". To confirm, we had another player on an alternate account pick up the quest, complete all required steps, and ended with the same conclusion.
