It wont drop the items that I need to get the exotic "Sleeper Simulant"
I've been trying to get the Resonate Stem and it wont drop when I do Heroic public events or when I do lost sectors and I'm suppose to get those things there, so why am I not receiving it?

There are several steps that can block stems/frequencies.
