That's because the goal is to wipe and fail the event before getting kicked for being AFK. So to do it efficiently people drop under 700 and queue up with others that are under powered. So it has ZERO impact on legit runs and players playing the objective. Even if the sub 700 people did try to play legit they can't damage anything in the event. So yea it's definitely an exploit and a loop hole to level up but it has no impact or negative impact I should say to anyone else wanting to play the forge.
