If you've been restricted from PvP for two months then it's because your network is unstable. This isn't even the first time you would have been restricted. You would have gotten a warning that your network isn't good, then a two week restriction. If you don't fix your connection now, the next time will be a permanent restriction. Check Bungie's pages on network troubleshooting.

Speed is almost irrelevant. Online gaming barely needs more than a few megabits per second. The question is, how bad is your latency and packet loss? 10gb/s is useless for gaming if you have a ping of 1000, or are dropping 10% of the packets.
