This is a bit frustrating as I have the same issue, it seems like new light players were punished for getting into the game during free to play, even if money was sunk into it, doing the campaigns gave no reward, triumphs still not completed, and gave very little for the amount of time these campaigns took to finish. I really hope bungie just unlocks this for everyone, as a bond, that's such a low level that you can't infuse, should still be able to be rewarded, or new light can never finish their armor collection. Please upvote OP's post, so bungie at least takes a look at this.
